The list sounds like preservatives, and gelling agents. Sodium Carboxy methyl cellulose: Non toxic, but could conceivably cause loose poop. In the pack to thicken the water solution. Aluminum Sulfate: Also part of the thickener. The aluminum helps the Sodium carboxy methyl cellulose gel. In large amounts it may be toxic, but it is OK in small amounts (look at your baking powder tin, 50-50 it has an Aluminum salt) 1-(3- blah blah blah. I don't want to look it up, but it sounds like a preservative. Things like that are put into stuff to prevent mold and bacteria from growing. Their MSDS usually lists all kinds of bad effects. This is what must have alerted the poison control folks. One must remember, the MSDS assumes that workers are handling 50 lb sacks of the stuff all day for many months. The ice packs had less than 1% or so in the water. If you had access to the MSDS, you would find that the LD 50 was such that your horse most likely would have to eat hundreds of ice packs in a day to get into problems. Cancer and birth defects are two hot buttons in our society. Remember, we always (since the dawn of time) have been in contact with small amounts of substances that can cause both, yet most people and horses do not get cancer or birth defects from small doses. Most substances that cause birth defects have to be ingested, in relatively large amounts, at exactly the right time in the gestation. My bottom line: The ice pack is non toxic. Would I feed them to my horse or kids? No Would I worry if an accidental ingestion happened? No. People tend to forget that the danger of a chemical relates to how much and how often it is ingested. You can get sick from drinking to much water. Water has an LD 50.
