Not at rides I've seen testing done. But I've only seen two. And I
think there could be some potential legal problems with that approach
since a rider is being required to supply potentially self
incriminating against him/her-self. In the human word the testing has
to be randomized or it can be will probably be thrown out by the
courts.
You could to get away with one one or two test at random in the top 10
and 8 at random in the rest of the field by the number in the top 10
and rest of the field should be in the same distribution as the number
of riders to top 10 riders.
Personally I think that any rider that starts the ride should have an
equal chance of being tested. Just because a rider gets pulled doesn't
mean the horse is not on durgs - in fact if I heard they were testing
and knew it were top 10 and was concerned my horse would test positive,
I'd RO at the next vet check to avoid it. Random across the board is
the only way to eliminate that possibility.

Would it be reasonable to assume
that Rule 13 violations would be more common among the top 10 horses in
a ride, and thus concentrate the random testing on those horses? If an
effective use is being made of prohibited substances, it may be among
those who dream of selling the "winning" horse internationally. The
monetary value of ride, year end awards, and endorsements is not that
great at AERC (that is non-FEI) rides is not that great.
Could you recalculate on that
basis. It may bring the cost somewhere near that which can be afforded
by the AERC.
