mea culpa.  I was confusing Fen-Fen with ephedra.
 
Apparently Ephedra is on the verg of being banned:

The point is that not all herbal preparations are 1. safe 2. have no physiological effects.  3. have any reason to be in the body of an endurance horse during competition.
