If you are giving it because it is a good source of sulphur, it is permissible. If it has no pharmacological properties (as you assert), it is also permissible. It is only if you are wrong in your assertion that it has no pharmacological properties that it would be in violation of Rule 13. But it is only if you are wrong in your assertion that it has no pharmacological properties that anybody would even WANT to give it to their horse for any reason other than as a source of sulphur.
