In reference to:
resolution concerning pre-agreement to open records for education ... which
> was passed at the last mid-year meeting.
Actually I understood this to mean that the rider waived any client/vet 
confidentially
so that any treatment records in case of death could be made part of a vet 
report
for the AERC.

There was no intent to require the rider to pay to determine the cause 
of death if one occured.
