One reason some prefer to vet thru on arrival is to be able to spend as much time as possible caring for horse and rider.
If there is any "backup" of vets there can be quite some time standing in line to vet out at the end of a hold.
If it's a "tack off" check, still more time resaddling, etc., less time eating, resting.
I've done it both ways.
Some vets have vetted on arrival but wanted to see a trot by on leaving. Pretty easy.
Seems to me a CRI at any time during a hold can be useful.
