Interesting idea.  With a handheld, the pulse could be reverified
by a single person along with the out-timer.  Of course a horse
who is worried about his buddy who left 1 minute before him
might cause a false high.  But I guess this would be the same
for that horse during the entire ride.  An out handheld pulse
in addition to an entrance exam would provide info on both
ends of the check.
