If you do the exam at the end of the hold, you already HAVE an entry pulse (how long did the horse take to reach the pulse criterion). The exam provides you with an exit pulse, and most likely with a CRI as well. Why duplicate the effort? The exit pulse is just one reason for having the exam at the end, but by doing that, it is one more piece of data that one has without an extra effort.
