Actually Howard had nothing to do with this rule proposal and it is not 
an Australian conspiracy.  The rule is being proposed by the AERC Horsse 
Welfare Committee. Maybe you should direct your venom in the right 
direction.

And my only advice to you is if you haven't had a horse treated to just 
remember the words of Nancy Loving when she says when you see a horse on 
IV's say to yourself, "For the grace of God go I."
