I don't recall that the horse that died at the Pan Ams was ridden by a newbie. And others. I think we need to ask ourselves how many horses that died were ridden by newbies. I want to go on record (AGAIN) as being vehemently opposed to changes that single out new riders. That's why I like MMS's original proposal (although I too would change it to 10 minutes). And I agree with Lynne, who's going to keep the records and make sure it happens? And what if a 50-mile "regular" who never did LD drops back to LD for rehab or to start a new horse? Are they going to be held to the 4-hour rule? I think this proposal ingnores that a bunch of us start horses in CTR. I did LD rides to increase my horse's speed once she was fit (and had done about 300 or so miles of CTR) *because* there wasn't a minimum limit. I might have kept doing CTR and simply taken time penalties for coming in early, but as we've discussed here before, CTR and endurance have a different "vibe" and there is value in exposing the horse to the endurance venue. There are also 50-mile courses that can be run safely by even a newbie in less than 8 hours ride time (think flat and good footing). I agree with whomever said that folks will be camped out on trail, waiting for their minimum in-time. Heck, they do that in CTR unless they're told to maintain forward motion the last bit. I don't think this one is the ticket to save the most lives.
