The 15 minute recovery ONLY APPLIES TO HORSES IN THE TOP TEN. Now on the other hand, if you had raced for 10th and 11th place, and you took 10th but didn't recover in 15 minutes, you would lose your Top Ten, but it would have NO effect on your completion. Your horse would ALSO have to have recovered in 15 minutes at all PREVIOUS vet checks. So race all you want below the Top Ten...has NO effect under current rules on completions. In basic terms, it says that if you run in the Top Ten, your horse must recover in 15 minutes at every vet check and the finish. Otherwise, simply doesn't apply. Can't see how anyone could object to that! Ed, why in the world would you "race" for 13th place? You get the same amount of points, the same "T-Shirt" or whatever for 101st place that you do for 13th. In position under 10th is a completion, and nothing else. In addition, why would you place your horse under metabolic stress and take a chance of injuring him when you KNEW the conditions were not favorable? Perhaps I don't understand....or misread your post. If so, I humbly apologize for my assumption above. If not, this is EXACTLY why we need this rule. If it were in place, you would probably NOT have raced for 13th place...and not put your horse in harms way just for the "fun" of racing. IMHO, you just made the point that it is "absolutely clear" that this rule change WOULD make a difference in horse welfare and change rider behavior.
