I'll only comment on this one statement--how do you delineate between a "commercial" and a "non-commercial" breeder? Almost all of us sell horses and get income from that, responsible or not. I personally would not know in which category to place breeders such as myself--I don't "make" enough money to make a living at breeding horses, nor do over 90% of breeders. But I do try to run my horse "business" in such a fashion that it is "commercial" in the eyes of the IRS and so that I recoup as much of my expenditure as possible, without cutting corners or being unethical. And I think many small breeders are in similar situations. Responsibility really has nothing to do with one's tax bracket or whether one sells or doesn't sell. Responsibility is a mindset and a way of life. Some have it, some don't.
