Both the BLM and CFG recognize the importance of equestrian use on public lands. However, the Headwater Forest Reserve does not provide sufficient opportunities for this type use. The exclusion of horses within the Reserve is not because the BLM/CFG regard horses as inherently damaging to the environment but mainly because allowing equestrian use in the Reserve would require the construction of more-than-minimal facilities, which is precluded by the authorizing legislation. Such facilities would include expanded parking area(s), stock watering sources, and enlarged trail dimensions relative to the minimal dimensions required for pedestrian-only use. The BLM/CFG as well as the State and National Parks manage areas in the region that provide for and are more suited to equestrian use. A regional recreation analysis in the RMP showed that extensive equestrian and bike opportunities exist within 60 miles of the Reserve. The detailed study of 7 sites found that all had ready access, extensive trail systems, and plans for expansion. In addition, the BLM is working with groups across the north coast to expand opportunities at other sites such as the King Range National Conservation Area, Lacks Creek and Humboldt Bay South Spit area.
