When
the rules were promulgated and codified it was not anticipated that there would
be so many "jail house lawyers" ready to contest each and every phrase. Do we
need to define the word "a" in the text as well?
The
sequence of events as described in the rule should suffice for a reasonable
person to understand the intent. Since it is not, perhaps we need to modify the
rule and add a clause that does so define this sequence. All this does is make a
bigger and bigger rule book. But if that is necessary then so be
it.

In regard to trotting out for
completion before presenting for pulse criteria: It is not done here in
the east, and according to the rules, it appears unclear to me if it is
possible. The rules on completion are below, minus the 'extra'
words- it does not specifically say that you have to do it all at the
same time, but it does imply it. It says: "post ride evaluation" not
"evaluations" in the plural.
6.2.1.1All Equines must stand a mandatory
post ride evaluation within one hour of finishing. Riders may present their
equines for the final examination at a time of their chooing during the
one-hour period. snip
6.2.1.2The equine must reach a reasonable
pulse recovery snip
6.2.1.3The equine must be metabolically
stable, sufficient to demonstrate fitness to continue.
