You do the paper exercise and you find that some things are very accessible, some are impossible and many are not needed. You develop a road map for development of the process and than the process evolves. But you start out with a defined goal in mind. Right now, as you say, We are mostly just tossing around ideas- We need to assemble these concepts and winnow out the grain from the chaff, and there has been considerable chaff.
