I also think that it should be the burden of AERC to pay for an autopsy and fees related to the horse's death. If it is found it is the riders fault, then they must pay back the fees (and fines) to be able to ride again in AERC sanctioned rides again. This would also be on the riders permanent record and maybe even a probation period. I would be willing to fork out a couple bucks more a ride to go into a fund for the payment of investigative reports and veterinary work to help clear someone of abusing their horse. That would probably work. We need a system that kicks in when a horse dies to start with. I'd say an automatic protest. As far as treatments go, it's a little more subtle. I would, however, say the Vet committee review the treatments and refer those that need further consideration to the HWC to further investigate. There I threw my fish on the table - take your shots.
