It seems to me that this is a bit of a good start, and along with this kind of communication, there must also be avenues for both educatoin and positive peer redirection. Clearly, there will always be some who cannot for the life of them behave. In most cases, education and direction can solve the problem. In that handful where the individuals simply don't give a rat's behind either about horse welfare or the wellbeing of other people, I have to say that some intervention short of an official protest may be helpful. I for one am tired of seeing not the ones who need experience and education and who then go GET it, but I am tired of the ones who have the miles and know better continuing to abuse the horses, the other riders and the system.
