The Sportsaddle lady says to spray the pad with Showsheen and that will stop it.

When I rode English and my horse had short rubbed off hair on her loins I found 
that nothing will rub if you use a 100% wool blanket next to the horse's skin.  
I am lucky enough to have a bunch of real Navajo blankets from my showing days. 
Actually I would love to use the doubles for endurance but when wet, they are 
sooooo heavy.  I use a single that is really close weave and it works fine.
