For this very reason the vet. committee did not use
the word "drug" in the rule. They used the word "substance" so anything
that is not a food stuff, or trace nutrients (vitamin etc.) in larger than usual
amounts is banned. We just commonly call these "substances"
drugs.
By the way since I have done the calculations and
found that Homeopathy does not actually administer molecules of the active
chemical substance most of the time, I have no problem with people
administering these concotions. My opinion is that they should take the
money and buy Power Ball tickets with it. This would do as much for their
horses health as the concotion.
Note that there is a listed exeption for hormones
to control heat cycle. Whether this is wise (is it the camel's nose into
the no drug tent? or Shouldn't mares be expected to behave even if in heat?)
could be another interesting discussion.
