In all  fairness what would you do if you didn't know who was riding the 
horse - it was presented by a third party? That I think is they way to 
make sure the playin field is level. Actually I see nothing all wrong 
with asking for an exit CRI for a horse that may be on the borderline - 
independent of the rider. I sure would want one if my horse was on the 
borderline.
