Using your interpretation, the only possible way you could get things like Rescue Remedy banned would be to assert that it is a chemical substance. If it has a calming effect, it has clearly affected the central nervous system. And it IS a chemical substance--EVERYTHING is a chemical substance. So yes, it quite clearly fits the definition.
