By having the part of the rope closest to the horse inside a long section of hose, the rope cannot as easily get wrapped around a leg, and cause a rope burn. I have not tried the "rope in a hose".....but it does seem it might work...in theory anyway. I have made two high-line systems using a 3' length of old rubber hose to cover the bungee tie that connects to the halter, and it really does work very well at keeping the tie from getting around a foot or anything else.
