I do it because it just because it is easier than trying to pull the tights up over the socks, then tugging the toe of the socks back down when they crowd my toes :)

One reason that pops in my mind is that wearing your socks over your tights
keep your ankles safe from ticks!  Plus, some tights or pants have the
annoying habit of riding up your calf while you ride.
