Ride manager leads group out in the morning setting a fast trot
for 1st mile before taking off at a blistering pace. ...

 
I don't think it's a very common occurrence, but should it happen, it is an
incredibly "tacky" thing to do.  I would consider it extremely unethical,
(though not illegal).
