Nor does a mare or gelding "barely under control"
have any place in a public place.
And I also take exception to the notion that a
noisy stallion is completely "under control." His vocalization is
prima facie evidence that his mind is not on his handler. Stallions can
learn just as well as anyone else that they have to have their minds on their
riders/handlers and that the excessive calling is NOT socially acceptable in
public.
We have one stallion who tends to be noisy when he
has not been in public for a period of time--and until he gets his mind where it
should be, we are extremely careful just how close he gets to anyone. (And
that is OUR responsibility--not theirs!) When he gets his brain back on
track, the vocalization goes away. And then he is completely under control
with his mind on whichever of us has him, and able to travel side by side
with anyone.
