These companies give a price break if you buy 12 or more rolls of a given color. Regarding the "disappearing in the dark" problem - I work for the Forest Service, so use lots of colors. In the fall we have to follow flagging in the dark to find certain trees out of which we need to trap certain woodpeckers (long story... <G>) You're right, some of the colors that are great during the day (hot pink, orange) aren't so great in the dark. When marking a trail we'll need to follow after dark, we often use the striped flagging (marked with alternating diagonal stripes of white and some other color). The white stripes really help. This would eliminate the step of having to add a piece of white.
