Sometimes a did-not-complete is out of the riders control anyway like a lost shoe, tripping, rider can't finish,etc,. Just because you didn't finish, doesn't mean you didn't try really hard to finish. It isn't called a "try really hard" award -- it is called a completion award. Now, there's nothing wrong with giving everyone who enters a tee-shirt. Some rides give out "goody bags" of stuff to every entry at check-in, often stuff local merchants donated. Just don't consider that your completion award.
