I've won many a high vet score but only 2 BC's. The BC form has 3 areas of judging. The first is vet scoring, the second is time, the third is weight carried. The three combine to give the overall score. Giving a high vet score award is optional. Sometimes you have a featherweight whose horse always looks great who never wins BC due to low weight scores. It's nice when they get recognized for bringing their horse in looking so good.
