[RC] Itchy shedding season! - Sarah W

I have a yearling colt that was born so late last year
that he didn't get a chance to lose much of his baby
coat before the winter coat set in.  So now, the poor
little guy is just miserable itching!  I have noticed
that he is itching the underside of his neck the most
and has actually itched a few spots bare towards the
base of his neck/top of chest area.  

Could this possibly be early indications of rain rot
or something similar?  Is there anything I can do to
make him a little more comfortable besides the 2x/day
brushing sessions we already have?  Thanks for any
advice in advance.
