Personally, I would not use the Skito pad under any flexible panel saddle unless the horse had a particular therapeutic problem you are trying to solve --you probably don't need the extra layer of foam, since the flexible panels usually are made up of layered foams and plastics, and you'd probably still feel perched depending on how thick the foam is in the Skito (it comes 1/2, 3/4 and 1" thick). Skitos provide some cushion but virtually no weight distribution. A more rigid pad like the Enduring Designs Relief pad does. Skitos have good resale value, FWIW.
