I should also comment (as I seem to have left it off)
that the inspection & approval system for open
studbook registries should only be ONE tool of MANY
for the breeder to use.  Just because a stallion (or
mare) is approved does not mean it is the right
individual for a given mating or a given breeder's
program.  :)
