Benjamin Franklin had a list of criterion that any proposed law would have to meet before he would vote for it. My addled old brain has forgotten the wording now (Benjamin brilliant, of course) but one of them was that it be actually enforceable. If a law (in this case "rule") did not meet these, he was opposed because such rules only, and I am paraphrasing, unfortunately, "degrade the public's perception of the law and the lawmakers, making them more apt to break not only this law, but others as well." I love the spirit of the rule. But I believe it needs to be reworded as a strong suggestion - even a plea! As a rule, it is unenforceable and therefor dangerous. Just my 2 cents.
