hi there,   i had a mare with this same problem.  rubbed out her mane and tail.  promesa, jackie, remember?  we used a homemade formula shared by a friend.  equal parts of baby oil,  listerine and vinegar.  i used quart bottles of each ingredient, mixed it in a gallon jug, then used the baby oil bottle to dispense it.  shake it up really well when you use it.  just rub liberal amounts in the affected area.  i wish i could show you before and after pictures of this mare.  she grew a long, luxurious mane and tail.    ed
