Let's start out with:
1. For FEI Rides the FEI Code of conduct will be expressly
complied with.
2. All rules in place at the time of the ride will be
strictly enforced.
3. All deviations, from standard practices as delineated in
pre-ride procedures, will have the concurrence of all
participating entities.
4. All decisions effecting the welfare of the equine will
have the concurrence of the total veterinary staff.

Ok, let's start a list of real concerns, somebody with some
grammatical
talent can re-write them, but lets at least get the concepts
down (put your
money where your mouth is! :)
Here's one:
1) There always seem to be more problems with leased horses
(for both lessee
and leaser) so how about: Horse and rider (together) must
have completed at
least one 160 km event prior to competing in a World
championship.

(btw, AERC HAS been vocal in expressing concerns to FEI via
our members who
also sit on boards or committees of USET, USAEquestrian, and
FEI - don't
think that we aren't trying! And AERC sent a letter of
'complaint' to FEI
last year after they announced the allowance of the ulcer
drug in competing
horses. )

Very introspective BUT! Who will speak for the AERC? Who
will put their reputation on the line? Who can do so with
authority? Who has the burning desire to do so? And would
the AERC Board of Directors sanction such a move?

The goal should not be to "place blame" but to analyze what
happened and
why and make appropriate changes to minimize the risk to the
horses.
Issues have been raised by the WEG that need to be
addressed. One needs
to learn for their experiences by evaluating both the good
and the bad.
Hopefully this tragedy will lead to reforms. The truly sad
thing would
be if there were no reforms and these horses died in vain.
