Yes. A mechanical hackamore can be one of the most
severe bits you can use. And, yes, even though it's
not in the mouth, it's still a bit.
But, like all bits & all training equipment, it's not
necessarily the equipment that's harsh or "cruel" but
the person whose hands are using it...

Again, yes. This also applies to bitless bridles,
sidepulls, riding in a halter, etc. These work best
on a horse who holds it's head closer to the vertical.
If a horse carries it's nose up in the air, these are
not the best options (in fact, I think I even saw a
bitless bridle website that was honest enough to
mention this). ;)
