I use a short-shanked hack with a solid cheek on each side
and a wide, flat, padded noseband. They are hard to find. I get mine from
Jeffers Vet Supply for $15, then get a biothane noseband for them from Running
Bear Farm. These don't have a lot of whoa, but they allow the horse to eat
without stepping on the shank. I also have a horse that is resistant to too much
bit, and she goes better in this than anything we have tried. I start the babies
in them, and rarely do I ever need to go to anything harsher.

I read a book on bits and bridles that stated alot of people think a
hacamore is gentler and more humane than a bit, but actually is could have
severe leverage, depending on the shanks, noseband ,etc. It's just that it is
on the nose and not the mouth.
