I don't read where she says to separate them so they can get a completion. 
It's so they don't crash at the end of that long first loop.
I personally like RIDING long first loops. But as a ride manager I know what 
she means, when you have someone running with the frontrunners that 
shouldn't be there. Sometimes (but not always) that first check will 
seperate them out. I know it's not my "job" to babysit riders, but it will 
be my (RM's)responsibility to haul somebody in if they get in trouble on 
course. Not to mention having to deal with local riders observing horse 
treatment.
Luckily it hasn't happened at my ride, but I never forget that it can.
