  Reading this the first though I had was "I bet this was a 
horse that spent alot of his time in a stall".  If no medical
reason is found for difficulty going down hills, find a nice,
big, hilly pasure, preferably with other horses, you can board
him in or at least turn him out in frequently.  Nothing like
romping with herd over hill and dale to teach him how to 
navigate hills.
