My guess, from doing rescues, is this is a trick on the part of the woman to
get people out to buy her mare and foal.  This is really a control issue,
some people really get off on control and need to feel they are in control
of something, even if it is by starving a horse, they are still controlling
the horse.

This woman is taking it a step further, when the people come to rescue the
horse, she'll get to control them with unreasonable demands, i.e.she'll want
money for the rescue or she'll kill them.  The rescuers will panic at the
thought of her killing the horses because they wouldn't pay the $500 and pay
up.  The lady will learn, if she hasn't already, that this works and do it
again and again.

I have seen this happen several times, seen horses purposely starved in
stalls 150 feet from a barn filled with premium alfalfa.  This person is
mentally disturbed, she needs to control and receive attention.  There are
sooooo many of them out there it would amaze you...just ask any rescuer.
