    Does this change the intent or the effect of the rule?
     
    Is the completion vet check a "veterinary check" and thus in need of the 30 minute criteria based on the (unpublished:) rule 2.1.6.2??

    (p.s. there might be two questions here. 1) is an unpublished rule, event though it is passed by the Board, to be enforced; 2) if the rule were published and in place for the 2003 ride year, would the 30 min pulse criteria at the finish be appropriate?)

    Bob,
     
    I reviewed past BOD Minutes and found the following:
     
    October 22, 1999 Midyear BOD Meeting:
     
    Veterinary Committee:  Duane Barnett, chairman of the veterinary committee, moved for committee that-
     Any equine not meeting pulse criteria within 30 minutes of arrival at a veterinary check point within the ride will be disqualified.  To be added as rule 2.1.6.2.  Motion carried unanimously.
     
    This is interesting because this was not added as a new Rule  2.1.6.2 - instead, the old Rule 6.2.1.2 was modified to include the 30 minute criteria.  I don't know how or why it happened this way.
