believe that a review of this rule is necessary.
1990 6.2.1.1 All horses must stand a mandatory
one hour post ride evaluation
6.2.1.2 The horse must reach a reasonable pulse recovery based on ambient
conditions
1995 6.2.1.2 The equine must reach a reasonable
pulse recovery based on ambient conditions
1999 6.2.1.2 The equine must reach a
reasonable pulse recovery based on ambient conditions.
2000 6.2.1.2 The equine must reach a reasonable
pulse recovery based on ambient conditions, within 30 minutes of arrival time at
all control points during the ride.
Now,
it has been established in Rule 6.2.1.1 That all equines must stand a mandatory
one hour post ride evaluation. That establishes a one hour window, after passing
the finish line, that the competitor has in order to meet finish criteria. This
is at the finish! But, look closely at how the rule establishes 30 minutes
at control points during the ride. See the comma after the word
"conditions" and before the word "within"? That indicates that it is
acknowledged that there is a one hour window at the finish but only 30 minutes
at "control points with in the ride" The finish is not a control point "within"
the ride but a check after the ride.
Some
one care to check the past minutes to see if the change made for 2000 was passed
by the Board?

I just went back a read the rule
and since you have not completed until you have passed the completition exam,
the way I read it is you have to meet pulse at by 30 minutes after you cross
the finish line. This is not the way I had understood it in the past and I
don't think this is the way it has been enforced on most rides, but its what
the rule says.

at the finish. The vets at the ride had always interpreted it that way. So
it was left that way for this ride as many people did not return for a check
within a 1/2 hour since they didn't know either. And we discussed it
and many of us felt the rule should be clarified to clearly state it is 30
minutes at all control points during the ride but 1 hour at the finish of an
endurance (50+) ride. If they start trying to do 30 minutes it just
adds more work to the RM, the horses have to come back twice for the top 10
showing BC, etc.
So good point and maybe the
BOD or rules comittee can discuss this at the upcoming board meeting.
