I was talking to a nationally known Arabian breeder about this issue.  She 
had used ET on occasion but pointed out that the same laws of genetics 
always applies.  You pay loads of money and you go through all sorts of 
trouble to get a foal whose genetic components are never known till birth, 
no matter what mare carries it, that is, you get the same results which are 
that more mediocre foals are born than really great ones or really poor 
ones.  Are there any mare/stallion combinations that produce top notch 
foals *every* time they're bred?  Not that I know of!  My breeder friend 
said that the % of national champions produced by ET isn't any greater than 
it would be without ET and so she felt that the ET method of foaling had 
very limited use, mainly the one you mention.  This was before the current 
idea of allowing multiple registration and maybe she'd have a different 
response now but I haven't asked - nevertheless I think that her original 
point applies.  The odds of scoring the "magic" combination of genes that 
produces an exceptional foal might increase, but likely only marginally.  I 
think multiple registration ET won't ultimately have all that much an 
affect on the Arabian breed, but that's strictly my own opinion and nothing 
anyone could take to the bank.
