"Could" and "should" are entirely different concepts. I can think of
several pharmaceutical agents where horses likely "could" compete quite
successfully while on them. Rule 13 is in place for the best interests of
the horse, first and foremost. A horse with ulcers "should" be well before
being asked to compete, never mind that he "could" compete during therapy.
