The issue as I see it is "what is a food and what is an illegal
substance." We accept electrolytes without question. However, if a
rider would just slow down he would not need the same amount of
electrolytes. The slower we go the less heat produced, the less
sweating, the less electrolytes lost. In fact you could probably get
through a ride by very conservative riding without needing electrolytes
at all. So in that respect electrolyte supplementation enhances
performance - you can go faster with them than without them. Hence since
electrolytes do in fact allow a rider to go faster should they be
banded. But we accept electrolyte supplementation as not only "legal"
but a necessary part of the sport.
There are substances which everyone would agree are not allowed, the
classical drugs. Then there is classical food, hay, beet pulp, etc. Then
there is this whole gray area ranging from very light gray to very dark
gray. Sorry Bob this rule is not black and white. If it were none of the
periodic discussion would appear on RC.

Who do you wish to interpret for you so the meaning is
clear? In my mind, if the rider has to question if the
substance is a drug, then that substance should not be used.
