I guess I am a 1.  I would not use an illegal substance.  I am just having a 
hard time determining what is legal and illegal.  Rule 13 clearly states that 
"Endurance equines must compete entirely on their natural ability."  The 
clear intent here would seem to preclude much of what is currently in use and 
has become the norm, would it not?
