It has been my experience that we've ridden side by side with mares in heat

Ditto. Not only that, but a properly behaved stallion can be ridden next
to other stallions, drink out of the same water buckets, etc. Equines are
perfectly capable of overriding their breeding instinct - this includes
mares! The species as a whole would never have survived through evolution
if they lost their minds when they bred. Just think of how easy it would
be for predators then - all they'd have to do is wait for a mare to come
into heat and they'd know they could just stroll over and have lunch.
