Yes, it is impossible, because no one will admit to being the inconsiderate
ones.  Deal with the offenders, if you can catch them, and they will respond
with, "But so-and-so brought THEIR dog with them."  I've been through this
for at least 20 years, and it's still a problem.  The closest we have come
to solving the problem is to designate a special camping area, away from the
main camp, for people with dogs, and ban ALL dogs from the main camp, the
vetting area, and the start-finish line.  When we tried to prevent dogs from
coming to the ride at all, it was impossible to enforce, and all it did was
make for very hard feelings.
