No, it means that the "seller" quite often does not GET any money at all. Some horse traders pass the no-pay situation along to the specific people from whom they got the individual horses, but busy ones who don't keep track of individual horses simply dock ALL grey horses by a sufficiently significant amount so that they don't lose money in the long run on the ones for whom THEY do not get paid.
