I would caution against pushing, pulling, cropping, etc. If your horse is
refusing to enter, you may want to go back a few training steps where
crossing or entering water is not the goal. It sounds to me as though your
horse has not learned to follow you as the leader. John Lyons or Pat Parelli
methods would have you and your horse working so that he would go where you
directed him (driving your horse). It is amazing how much you can accomplish
when you take the time needed to give your horse a good foundation.
That said, I have seen some horses for whom water is a new experience,
follow another horse into water. If you have a buddy horse with whom your
horse is comfortable, you may try putting his nose right into the front
horse's tail and walking into the water and across. But I would still
recommend doing basic ground work to establish a solid foundation. There are
plenty of good training tapes including John Lyons, Pat Parelli, Clinton
Anderson......and the list goes on. Whatever and whoever you decide upon,
work consistently and in only a few days you will see major changes in your
relationship with your horse.
Wish I had some easy answer but all the answers get easier the more you work
with your horse.
