As a ride manager, my philosophy is that I don't need riders that want to 
cheat me/AERC/ & the other riders who pay out of $10. If they lie, cheat & 
steal entry money, they'll lie & cheat on trail too. More than likely be the 
first to file protests, & gripe if hung with a new rope.<BG> Remember, 
they're the ones giving you the heart attack, not AERC. They're the ones not 
showing respect for the hard work ride managers do to put on rides.
I would be for publishing a list of riders who don't pay their fees, so 
other managers will know not to welcome them at rides to cause grief. 
UNfortunatley the AERC News is not timely enough to be effective. It could 
also hurt the people who do settle up.
The problem with AERC collecting the money is, it's the ride manager who has 
the info, since it's non-members we're talking about.
I have a question for those who are having problems. Do you advertise your 
fee, then add on the $10 to people who don't have cards? In our area, they 
usually advertise the ride fee incuding the $10, then take it off when you 
present your card. That way people aren't "surprised" with that higher fee.
